Government announces plan to create farmers register

The Department of Agriculture, Forestry and Fisheries (DAFF) together with Statistics South Africa will on Tuesday brief the media on the establishment of a Producer/Farmer Register (PFR).

This exactly. I think they did exactly this in Zimbabwe too... can't be 100% sure but my former colleague did mention something similar.
