Of course they care. I'm sure the fish also resent people using drones to invade their privacy.

People have been using kites, surf skis, radio controlled boats for shore fishing for years. Not sure how this is much different.

Never mind fish finders from boats and jetskis etc.

So I do get the element that recreational fisherman aren't fishing for the catch so they will fish regardless of the level of fish they catch.

But there are better ways to implement controls that don't have such impacts. Fishing license equating to catching x kilograms of fish per day, or x numbers of fish of varying sizes or something would be infinitely better in my opinion because then you can actually use the system to control fishing "quotas" in the entire country and actually use it to manage fish stocks.
