I have a fairly easy solution for Netflix that can make them comply.
Put parliamentary TV up, and break every 10 seconds up into a single episode.
That should cover the required numbers.

If there are 100 SA movies in existence, and Netflix buys the rights to all 100, then Netflix can only ever have 200 Hollywood movies. As soon as they make it 201 Hollywood movies, the SA quota drops below 30%.
Given that there are hundreds of thousands of movies from all over the world, limiting Netflix's catalogue to just 300 because you can only supply 100 movies is plain stupid.
You're not taking the intricacies into account.Uhm Xhosa, zulu and Afrikaans are the three most widely spoken languages in this country just because you don't speak it does not mean content in that language is not needed.
The point of streaming services is to watch what you want. If like Europe we decide that content should be made for local people that is perfectly acceptable.
And remember it's mandated that content needs to be European so why do you have different rules
Netflix would either have to lower the amount of international content available in order to increase the percentage of local crap, which sucks for the consumer, or they would have to buy SABC's archives.
Personally I don't care what is available on the platform as long as they give me the option to filter out content I'm not interested in.
