It's in the artikel, the government gets 50% so the municipalities get way less... big hoohah but most people don't pay their fines.

The bigger concern is this:
Although Aarto decriminalizes less serious violations, it also makes it more difficult to challenge these infringements, effectively making the driver guilty without recourse for defending themselves.


That means traffic officers will effectively have more power when issuing fines, a major concern given the everyday incidents of corruption in South African road law enforcement.

South African motorists could start accumulating demerit points on their licences within a year.

That will only happen if controversial road traffic laws finally come into effect as planned, over five years after they were initially supposed to be implemented.

The big problem is that many municipalities are resistant to adopting Aarto, as it is expected to take a big chunk out of their traffic fine revenues.

Under the legislation, Aarto’s administrator — the Road Traffic Infringement Agency (RTIA) — will be entitled to a 50% cut of their fine revenues.

While traffic fines are meant to discourage road traffic violations, they have ended up contributing significantly to general municipal revenue.

Of course. Only about the money and not making the roads safer for all.

I don't draw a distinction in terms of the same fine being divied up differently amongst different levels of government. As for the bigger concern it's unrelated.

Once illegally enacted (It violates the constitution which is the highest law of the land, it will be used to increase revenue. Only an idiot is not aware that the municipalities use the Metro to make up budget deficits each year which is why the quota system is used to ensure all officers are meeting the required daily income needed to keep the municipality in question liquid.

Its a quota system used to make up shortfalls in municipal budgets it always has been, everything that has to do with safety is really about money, no one cares if you live or die. It has been this way for decades, long before the ters took over the country

Last I checked they've been issuing fines for years. Whether there are now points in addition to the fines doesn't change that.
 
The thing is, this harebrained scheme is about ensuring that offenders actually pay up because the consequences of not doing so are problematic. They want to suspend people's licenses etc.. that's a real issue. While similar systems have been in use worldwide, the way they want to do things flies against the constitution, and that is a problem

Out of interest, what system do you or would you prefer?

So then out of interest you're ok with anyone speeding every day up to 40km/hr over the speed limit as long as they can afford to pay or avoid paying the fine?
 
I remember one of my colleagues (civil engineer) getting their license suspended in the UK due to points and the company had to get a driver to drive him around (M25 widening and Heathrow T5 spur road project).:laugh:

I am used to it by now... not much will change. Only visible and solid policing will fix the issues which ain't gonna happen in SA ever.
And yes that speeding over 40km/h over the limit. I see that often, almost ever week.
Life is short, I choose to not get worked up about it because the only one who suffers is me.
I see the taxis are not mentioned, well let me guess they're exempt by design.
