The problem with this plan is that it a doorway to monitoring all activity, and even though the monitored user may be a goody two-shoes it is about exercising control.

This whilst public monitoring in the streets are being scrutinised.

Looking at all of the proposed legislation coming out, Netflix local content, Tv licence carp, now this, I have to wonder if anybody in government has ever heard of a vp
This indeed, all about control.
This government has time to focus on crap.They should be prioritizing real issues out there: Speed up affordable broadband internet access; encourage ICT uptake in mainly African youth which has the potential to create jobs. They must stop trying to be like China where your private life gets censored.

However, the recent Cybercrimes Bill places an obligation on ISPs to report instances of piracy and preserve any information related to the incident which may be useful to authorities.
Law enforcement and spying on consumers is not a private sector role.
Stop delegating government responsibilities.

Seems only beginners will get caught.

As the tax payer you will pay to get watched, it is simple really.

Obliviously the state doesn’t have the money, but legislation can be changed to put the onus on the service providers like ISPs. Yes, there will be court battles, but this has always been the case with amendments to the law and its compatibilities. It is not like they want to watch you 24/7, they want you automatically monitored and on request would demand a report when any ‘suspicion’ arise they deem as suspicious.

As said by ISPA,

The Internet Service Providers’ Association of South Africa (ISPA) has highlighted this conflict, stating that the Cybercrimes Bill cannot be interpreted to mean ISPs are obligated to monitor or share customer Internet traffic.

“ISPA does not believe that this is a correct interpretation of the Bill as it currently stands,” the organisation previously told MyBroadband.

“Rather, it is an explicit provision of the Electronic Communications Act that ISPs are under no general obligation to monitor electronic communications conveyed over or stored on their networks – and they may be liable of a criminal offence if they do,” the organisation argued.”

and things like this can and possibly will result in silencing criticism, amongst other things, aimed at the state. Practically the same as censorship in China.

Yeah, only problem is that we are paying for them to produce all that hot air.
Not just once, but three times over....

My dad paid tax all his life in SA... his deceased estate is now being taxed as well (on money that he was already taxed on), and I will have to pay tax on it when I receive it into my account.
Will then have to pay VAT on any future purchases as well.

a huge portion of our income is wasted on these professional leeches.

Oh if only they would crack up from their seats and crack down on their less scrupulous fellows, you know, the real Pirates of the South.

However, our prisons would probably be full up with most of the, haha, "functioning" government.
