Great, they don't have money for basic service delivery or to money to fix any of the real problems in the country. But yeah, let's all waste some more.
Some stuff should just be left alone.
 
Wireless Open Access Network (OAN)
The Wireless OAN will be a public-private sector-owned and managed consortium, and
will consist of entities that are interested in participating. Participants may include
current holders of electronic communications service (ECS) and electronic
communications network service (ECNS) licenses, infrastructure companies, private
equity investors, SMMEs, Internet Service Providers, Over The Top players and Mobile
Virtual Network Operators. The participation of existing ECNS licensees will speed up
the ability of the Wireless OAN to meet its coverage objective. The objectives of open
access networks includes creating a clear access regime that is enforceable. This will
ensure that operators with significant market power do not leverage access to their
infrastructure and critical resources to maintain dominance and deny market access to
competition.
This new regime necessitates a revised licensing framework to accommodate more
players and open up the market for more competition. The new policy environment of
open and shared networks will enable competition to be focused at the service level,
enabling multiple service providers to provide high quality and innovative products and
services to South Africans at affordable rates.
This policy approach will also promote the extension and deployment of networks in
rural and underserviced areas to support inclusive economic growth. This will in turn
facilitate universal service and access and meet the SA Connect targets of broadband
access to all.

Great idea. Lets rebuild a new Telkom from 1990s and then tell ourselves the competition at the edges (like the ISPs of then) is enough.

It's flawed because competition is required at all levels for it to be effective.

The sad thing is that not only the ANC but also the DA thinks that government is better than business in providing ICT infrastructure (just look at Cape Town's fibre network ideas). I think this has all to do with ego of politicians and paper philosophy rather than evidence based policy.
 
This is exactly what Vodacom and MTN do not want .
They have their advantage and they are playing it to the max . (oob shark etc .)
If this comes in to being vodacom and MTN stock will lose more that 50% over night .
This will be in court for ever if vodacom and MTN have their way .

If i may ask has this been brought about by ellipsis ? (own up )

In an ideal world this is great and i applaud who ever drafted this , but this is SA and graft and corruption is the order of the day .

In principle I support this white paper. It starts to address issues that many on MyBB have fought for for plenty of years.
