Governments ‘sit on telecom funds’

All these GVT Officials are sitting in their Ivory Towers and laughing at the rest of us while they make off with the Loot country wide.

I'm sorry if I'm a doubting Thomas but can some one please offer some proof as to the fact that 80% of the worlds population is covered by mobile networks. I am assuming they are not even referring to cellphone ownership, because that would even be way less of a percentage. I'm assuming they are talking about network coverage areas, but I can't see that being at 80%

Correct me if I'm wrong
