Government's plan to settle Eskom municipal debt

The Department of Public Works and Infrastructure (DPWI) has begun reconciling and verifying debt owed to Eskom by the country’s 257 municipalities.

Appearing before Parliament’s Standing Committee on Public Accounts (Scopa) on Tuesday, Public Works and Infrastructure Minister Patricia de Lille unveiled the department’s plans to address the climbing Eskom debt.

Despite the debt owed to the DPWI, the department continues to pay municipalities and Eskom on time.
If this is the case, then how can the municipalities owe Eskom any money? :unsure:

It is such a badly written article but in short there are cases where government through DPW owes municipalities for electricity, in cases where municipalities are suppliers, resulting in mucipalities owing Eskom money and there are cases where the government through DPW owes money directly to Eskom.
To pay municipalities if goverment departments are supplied by municipalities or Eskom if that's the case.

Just to make it even more confusing there are instances where the municipalities owe DPW money.

"Government" does not posses ANY money of it's own
AT the end of the day -- where everything ends -- KIEPIE WILL PAY
Because KIEPIE is too SCARED to stand up for his / her / it;s rights ....
 
257? Is there any other that does not ow ESKOM?
I think you read it wrong or the article is that confusing, 257 is the total number of municipalities in SA, and the department of public works is trying to verify the debt owed to Eskom from each municipality, meaning after this exercise we will be in a position to know how many of them owes Eskom.
