A governor, or speed limiter or controller, is a device used to measure and regulate the speed of a machine, such as an engine.
I heard newer vehicles have this done on the software level

Performance cars are limited for some very practical reasons. One of the main reasons is the tyres. The very reason that you want the vehicle to stick better to the road the higher the speed (down force) puts huge strain on the tyres. Another is the engineering of the vehicle to handle higher speeds.

It is very interesting to read up on why a car that can do over 350 km/hr may be limited to 280.

For a while, I thought he's referring to a government imposed speed limiter, which I never heard of.

The max is around 250 km/h for the Golf 7 GTi depending on whether its the pre-facelift or 7.5 GTi
