Logically the current president and his family would always be the highest priority followed by ex-presidents and then qualifying candidates. In this case it seems multiple levels of failure across the board is what got Trump shot and he had a ton of law enforcement present.If thinking logically, Trump and Obama should receive more protection than other past presidents.
But it seems the secret service are not thinking logically because they refused him more protection. Then he got shot.

There are no fixed numbers, the resources assigned are based on intel, risk, threat assessment etc. so the detail assigned will vary from one person to another. When Bush left office he had over 70 agents assigned to him due to the high threat level while ol' Jimmy Carter in rural Plains, Georgia probably doesn't have more than 4 agents around at a time (houses in SA look more secure than his).
