They seem to be in the same area we as South Africans are, except
1. They have choice, up to 2mb on bussiness accounts.
2. Didn't convert the prices because its really only relevant if you were earning rands in Ireland so effectively under a 100 euros for home owners.
3. I quote

The cap is part of the ISP and not the line (one of the basis of the ICASA complaint.
4. Upload cap and download cap seperated.
5. Option of a fixed IP.

Dont think this is the best idea but it might prove usefull if the modem breaks.
7. Nowhere is there any mention of port shaping.
Although not the best I think most South Africans would jump with joy if we had these choices to choose from. At least we would have a say in how and where we want to use our ADSL connections.
