They messed up big time. They should have paid for and imported vaccines via our coal network.

Well, I'm suspecting that they got the vaccines via a irregular way, and there was money skimming involved. If it was a legitimate transaction, then it shouldn't be problem handing over these documents?

You'd be surprised who the real culprits are.
