Living on the street comes at a cost, as homeless people discovered after they were fined for "obstructing pedestrian traffic on sidewalks" and various other offences in Cape Town.

City of Cape Town officials told News24 on Monday that they had been inundated with numerous complaints from residents from different areas about the contravention of by-laws. Most often cited is the by-law relating to streets, public places and the prevention of noise nuisances.

This by-law prohibits people from erecting a shelter or sleeping or camping overnight in any undesignated area. It also prohibits anyone from "in any way" obstructing the pedestrian traffic on a sidewalk or depositing, packing, unpacking or leaving any goods in a public place.

Law enforcement spokesperson Wayne Dyason said they had focused operations where they dealt with anyone committing these offences.

"In many cases, guys go out and quite a few homeless people are putting up structures, obstructing pavements and lighting fires. That's what we deal with," he said.

Meanwhile, where I live, it's impossible to walk on the pavements because of all the cars parked on them. Bet they never get fined for "obstructing pedestrian traffic on sidewalks"

The Ottery Road underpass on the M5 is chock a block every night, both sides

Along with this comes a terrible mess, poo in the gutter, drunkeness and fighting. These are often people who have been stopped from using the Ark Night Shelter in Wynberg

How about imposing hefty fines/imprisonment for 98% of the ANC/EFF/BLF politicians for continued wanton economic destruction of the country?

Priorities FFS.

So they will be locked up because they can't pay the fine... They are then no longer homeless as Polsmor will become their home.

The only real solutions here is slavery. Open up a shelter and make them work to earn their keep, with an option to buy back their freedom if they can accumulte enough money to pay the fines and whatever other cost necessary.

The ANC in the Western Cape says it is appalled and disgusted by the City of Cape Town's "war against the homeless" after it was revealed that a new by-law will see homeless people being fined for obstructing pavements.
"We demand that the City stops this cruel, inhumane enforcement of its by-laws immediately, as well as showing more compassion by making more shelters available to the homeless," ANC Western Cape secretary Faiez Jacobs said in a statement on Monday.

Their enforcement came after the City said it had received numerous complaints from residents in different areas about the contravention of the by-laws. The most cited was the ones relating to streets, public places and the prevention of noise nuisances, News24 earlier reported ....

As expected, the useless ANC trolls who have caused the economic down-turn in SA and lack of job creation are trying to shift the blame for this situation.

I wholeheartedly agree with the fines being imposed.

The soft glove approach to vagrancy, aggressive begging and bylaw infringements imposed by ex mayor Auntie Pat in the metro resulted is hordes of vagrants taking siege to the city center and other areas, while ever increasing their anti-social behavior and non-compliance with bylaws passed by the majority of Council, including the ANC in 2007.

Vagrants have invaded every public park, road siding and open public space by building 'hokkies' where they cause unhygienic filth and trash to accumulate on a daily basis. Wherever they camp in numbers you'll be confronted with the smell fresh poo, stale urine and find heroin syringe needles and trash scattered all over the place.

This costs the City and community associations a lot of money to clean up all the time.

Our children can no longer visit community parks anymore because of the threat of being chased by vagrants (many of whom are lifetime members of the prison numbers gangs) who have declared the areas as their exclusive territory, or be stabbed in the feet with dirty needles laying in the open. They also have to avoid trampling on human poo.

To support these habits a large percentage of these vagrants break into cars, mug people and do crime.

Cape Town CBD has the highest number of theft out of motor vehicle crimes in the entire country, and these are increasing at the same upward rate as increased vagrancy, muggings and drug related crimes. Coincidence?, I think not.

90% of the vagrants in the CBD are substance abusers, many of whom are criminals with multiple criminal records.

If they can afford to buy booze, wunga, tik, dagga and heroin twice or more a day to feed their addictions, they can pay the fines.

The worst offenders in this matrix are the enablers. The bleeding heart liberals who feed them, hand out cash at traffic lights, and who somehow feel they are sanitizing their 'privilege' by giving to those feigning hopelessness, instead of supporting programs and NGOs which offer proper assistance to those who genuinely want help to get out of their poverty and dependency cycles, and want to reintegrate into society.

Even though I'm not a DA supporter, this is the right move and we should be supporting it. Cape Town Looks Like $hit nowadays and relies on tourism for a large part of its balance sheet to employ locals. Not long ago it was revered and acclaimed at the 'Crown Jewel of Africa' Now its turning into an open air toilet teeming with crime.

Increasingly, tour companies are bemoaning this sad state of affairs on deaf ears.

Tourists are being mugged, swindled and even killed by these aggressive vagrants. Out of town cars with non-CA number plates (used by out of town visitors and foreign tourist hire vehicles) are broken into the most because the perps know their will be little or no follow-up.

Enough is Enough!

Let the City get on with its job to enforce the bylaws the majority of Council passed, and the public supported!

There is bed space at many shelters but the majority currently on the street chose remain on the street. They are repeatedly offered assistance but refuse. This is a fact.

If you feel so strongly about their plight please sign up as a volunteer at a homeless shelter or soup kitchen, or set up a debit order to their bank accounts. Hell, you can even be a really really special nice person and let them sleep on your sofa at night or set up play dates or them and your kids.

Attention homeless people of the world, the pavement outside smi's house is officially a safe space for homeless people. Feel free to setup there and make it your own.

They beg because they dont have money, now we fine them...... now they have to beg longer to get the money to pay the fine .......
