Help me make sense of this.

So I don't normally get great reception at my place with Rain. I only can get reception with a router and that's only 1bar but that usually gets me an 8mb download on the account my house is below road level.
One of the days this week I glanced at my router and see that I'm getting full bars then I run a speed test and I'm getting around 20mb down and 8mb up. So loadshedding hits and I go back to 1bar but I wake up early in the morning get 3 bars again at a similar speed.

Then loadshedding hits again and now I'm getting 2 bars of signal and download speeds around 8mb. Until Friday where I wasn't getting any signal at all in the usual place I keep my router. So I try to manually select the network and see several number named networks available but none of them sign. I prop my router on box on my bed next to the window and I get signal eventually after a couple hours.

So this morning I start getting bad connectivity to the point I'm getting 800ms latency and 0.7mb down. So I try to manually select a network and this is what I saw



Those are rain towers? Why can't I connect to them?

Some added info that maybe relevant my Telkom sim is only has 1 bar of signal but I usually get Max signal
