Flashing banner or Flash banners - all are pretty crap, imho. I hate any website requiring third-party add-ins to be installed to display content. Yes, even Silverlight. I like nice, simple JPEG or GIF (if it absolutely HAS to be animated) banners. Nothing more.

okay so i've managed to create the gif using Ulead GIF animator. The thing is that its now 4000kb + and 27 frames long.
The original image resolution is 2000 x 1760 at 170kb. Im not sure whether to reduce the original image and then start again or can i convert the current 4000kb file?

Reduce and start again.

What purpose does the animation serve, if I may ask?

its supposed to serve as a loading screen image. I've explained to my friend that this image might just slow the website download times but they really want to add it in so...
I'd appreciate anyone's input on this

So i've reduced the image size to 600x520 and now the gif is 579kb
