Another tax... And once again it's not for the poor only private vehicle owners. Also the reasoning is this
environmental costs: local noise and air and aesthetic pollution (i.e. despoiled landscapes);
accident costs: the costs of injuries and fatalities to individuals and property from road accidents, which are particularly high in South Africa;
congestion costs: overcrowded roads increase journey times; and
road maintenance costs: vehicles cause physical degradation of and damage to roads.
One of those can be fixed by making it compulsory for third party insurance at least, two of those could be fixed by actually having decent, cheap, safe public transport and the last one... We are already paying it you morons it's the fuel levy and the once a year licence on my car.
Don't you think we are already taxed to hell and gone?
