Home Affairs: Can I collect my family's passports & Smart ID's?

Here in Durban dealing with Home Affairs is not dissimilar to having open heart surgery. Whilst awake.

After 4 attempts to apply for passports and smart ID's at various offices in and around Durban, we were finally able to get our applications processed at Park Rynie on the South Coast (about 60km away). We've all received SMS's to say that the docs are ready for collection, but when we drove down recently we found the office to be offline with no idea of how long they would be in that state.

For me as a freelance person this is not such a problem as I can return in my free time, but for my wife and son they can't just take off time from work in the hope that this place will be able to hand over their docs. They have already wasted 4 days of leave just on the application process and the first attempt at collection.

What I would like to know is if it is possible for them to nominate me to collect on their behalf and if so, what documents will I need? I know that there is biometrics that have to be done when collecting, but surely there must be a way of allowing a nominated person to collect for you?

Anybody with validated input that can help?
