Major problem with Home Affairs 10,000 IT graduate hiring project

The Department of Home Affairs (DHA) project to hire 10,000 IT graduates to assist with digitising civil documents is far behind schedule, with only 1,146 positions filled.

This is according to Aaron Motsoaledi, South Africa's Home Affairs minister, who revealed the initiative's progress in response to parliamentary questions from DA MP Adrian Roos.
 
85,820 applications -> 23,374 interviews -> 1,146 positions filled.

Something is fishy here... Did everybody apply for the manager position?
 
  • Jogger and Prepper — monthly salary of R5,000 (320 posts)
  • Re-assembler — monthly salary of R5,000 (200 posts)
  • Receiving Clerk — monthly salary of R5,000 (50 posts)
  • Driver — monthly salary of R5,000 (8 posts)
  • Indexer — monthly salary of R5,000 (800 posts)
  • Scanner — monthly salary of R5,000 (400 posts)
  • Quality Controller — monthly salary of R6,000 (100 posts)
  • Group Leader — monthly salary of R6,500 (104 posts)
  • Technical Support — monthly salary of R9,500 (12 posts)
  • Manager — monthly salary of R14,250 (6 posts)

I can think of a few reasons why:

  • Pay is terrible
  • Only for recent IT Graduates
  • Recent IT Graduates need to pay off their debts
  • BEEE
  • Lack of advertising
Just to name a few , R14K is barely enough for a JNR IT Tech these days and even then its scrapping the bottom of the barrel, nevermind a "Manager"

No idea what their thoughts are behind it but it is a IT graduate program, so maybe that failed the course?

Or just give them something to do while they:

During the tenure of the contract, the youth will receive continuous learning and development interventions to improve their skills for optimal performance and to equip them for future employment and/or entrepreneurial opportunities,” the advert said.
 
That's awful pay - amazing they got any IT people to take those up.
And why do you need IT for a driver position
 
Article does not give reasons for this failure.

It would be interesting if the minister could give reasons why the programme is behind schedule, if so many people applied and met the minimum requirements, & given the high graduate unemployment in SA.

Hire 10k emplyees to file 350 papers....

(I hope that it is 350 types, but still, seems a bit much.....)

While it may be crappy money, if unemployment stats are to be believed, 32% of graduates under 25 and a further 22% aged 25 to 35 would be earning more than the nothing they earning now.

This must be a combination of poor planning(none) and people just plain not needing to work.
 
I think in this case "IT graduate" is a very loosely applied term.
You'd pretty much need to be a proper Quasimodo if you have an IT degree and can't find work
