Stimulate real job creation, and fix the education crisis. Educated people will naturally get a better wage/salary.
An over supply of menial workers is not going to convince companies that they need to pay more for that skill level.

Personally, kick it up to high and I'd rather look into renovating my house to be mostly self cleaning with the money.

this proposal will not improve anything. If anything it will worsen the plight of the low income earners.

Number of days are likely to be reduced inorder to curb spending. Meaning even less full time employees.

With that being said, the country is haemorrhaging skills. Very few, competent people that I studied with, are still in SA. My Facebook has lit up with people seeking greener pastures in Europe, New Zealand, Canada and the far east, over the last two months. Each and every one of these individuals is an experienced graduate on most countries' scarce skills lists.
I always knew about the so-called brain drain, but it's really hit home now.

Taking a prospective monthly wage of R4,000, and adjusting it for purchasing power parity (R5.52/$) across a typical working month (40 hours a week for 20 days), South Africa’s potential hourly wage would come in at US$0.90 an hour

None of that math adds up...

Lol! you're right - they divided 4000 by 40*20 (hours/week * days/month) instead of 40*5 (hours/week * weeks/month). They've underestimated the local wage by a factor of 5.
