And BTW, since I have access to everyone's salary on the SAP system, since when TF does an HR have an earning range of 45k - 60k per month? I was always under the assumption that most of their work is admin based and therefore, not a very financially rewarding role to be in.

Depending on the level of responsibility and the strategy role they play in the company, it is not an out of the ordinary salary for "admin based work"

Very good. Cost of living is slightly higher than Cape Town, but electronics, food is about the same. Petrol is cheaper.

And converted at 13.45, don’t know what the current rate is now.
I experience quite the opposite , I'm in Atlanta and find electronics and general cost of living to be a lot cheaper, it's way easier to live on a single income here than in CTN.

You getting paid at the end of the mind and by the SGB? I'm just curious if the department changed the salary date again. I was part of the meeting back in 2007 or 8 where Persal complained that they have to do a special payroll run for the WCED, all other provinces were getting paid on the 15th. :p So it was agreed to change the date to the 15th.

On the 15th, the WCED always for some reason runs random dates.
Our payslips are delivered via SAPO. So we sometimes get it a few months later.
