How to blacklist a phone that was not on the network for 2 years?

As per title.
The handset was stolen as part home home burglary and now insurance requires the ITC number / letter.

Went to Vodacom where the handset was purchased from, they said they cant help as there was no Vodacom simcard in it for a long time, went to CellC, whose card was used last in the handset, they said they can't help because "the cut off timeframe is 3 months", if the phone was not active on the network for more than 3 months, they can't help blacklisting the phone. No further explanations or help were offered by either VC or CellC.

Any idea how to blacklist a handset that was last active on the network in 2022?
 
Explain the situation to the insurers. They cannot demand something that is clearly impossible
 
To be honest, I wouldn't even bother with this. Blacklisting is a waste of time.
Every phone I have ever "blacklisted" has remained active on the network after.
I think it's just some kind of insurance gimmick or network provider placebo.
 
Sounds like complete and utter bullshit process failure at the networks.

These blocks are based on IMEI and that doesn’t magically change with a timeframe.

I don’t think he (or anyone whose phone gets stolen) is concerned about the effectiveness of blacklisting. So you do have to “bother with this” if you’d like your insurance to pay out.

kind of summarises the OPs situation i would think - you don't bother with it then you don't collect insurance - and all the premiums you paid go down the drain
