I'm not following: has he requested that he be investigated for illegally giving residency to Ajay Gupta?
 
The Guptas didn't evade law enforcement, they were allowed to leave. Arresting them and making them appear in court would implicate a whole lot of senior members in government and the ANC, this would be a PR disaster for the party heading to the 2019 elections.
