How to share LTE with neighbors and restrict downloads

ADSL is not in our area so we are look at alternatives to get into our area.
One option is to share the WiFi signal we get in via LTE with several people. Everyone then pays their subscription and the costs are split to make it affordable.

We need to understand how to restrict one person from downloading too much data and ensure a fair usage policy.

Is there an LTE router that could do something like this built in or do we need to get something else that will manage the people who are online?

Be concerned about lisences before starting to worry about throttling and shaping people. From your description, it sounds like you are starting a WISP (exchanging Internet access for money can be classified as business). Also find out from the LTE provider if it's cool with them. Don't want to do this, buy all the equipment, and have the Service Provider suspend your account after a few months.

I agree with 1234567 and something else, if the ISP provider agrees for you to do that, get an LTE account that caters for businesses.

Yeah, the moment you start re-broadcasting Internet, there are a host of compliance and legal issues.
ICASA will be on your case chop chop.

Everyone who has a TELKOM LTE router and has the WiFi switched on IS broadcasting the Internet !
Seeing as normal WiFi range is not very far I cannot see the OP scenario working very well unless everyone is very close.
Specialised wireless ( WiFi ) does have a longer range but the OP did not speak about special equipment.

Instead of asking for payment just start a club or something so money does not change hands
or
Let the other "users" take out and pay for some form of Internet account ( the details of which you then use )

Only more upper end equipment will give you the options / features you seek. ( QoS / Throttling / Quotas etc etc )
I have this all set up on my CISCO network on a VLAN ( but LTE does not work for me -- If you call ONE Mb download working ) :mad:

"Regular Home Use" = One family using WIFI within property borders.
Commercial BROADcasting = More than one family, across property borders, for payment.

ICASA doesn't care about the former, but they will get involved in the latter.

IF you live in a small flat in a complex ( and have decent WiFi ) probably three of your neighbours will get your signal.
So you have already broken the T&C
IF you do not solicit "money" from them then obviously no-one needs to worry
This is exactly like DsTV who say you may not share signal with your neighbour ( even if it is just a thin wall that separates you)
Far as I am concerned greedy bastards can ALL take a hike ! ( they not happy for you to pay a little but want everything )
Everywhere I go I can share -- a pizza , a pot of tea , a slice of cake , a plate of chips -- and so on.
Far better than sending a too large portion back to the kitchen to be dumped.

OP said there would be a financial exchange, therefore ICASA's jurisdiction.

What is a Licensee?
A Licensee is a person issued with a license by ICASA to provide the following services:-
a) Electronic communications network services
b) Electronic communications services, which are offered to the public and
c) Broadcasting services
d) Postal services

He needs a License to broadcast Internet to other members of the public for a fee.

Do what you want to do, just don't get caught. Do extraview with your neighbors, and split the bill. DSTV won't find out. Just don't get caught

Why not just ask telkom to come install a hotspot in your area. Wifi internet and everyone can buy their own cap and pay that way. No internet line payment.. just pay for data you use.

They will put up a massive antenna somewhere in ur hood .

What LTE package are you planning on sharing anyway? Why does it make sense to share and not just get their own LTE package?
