Huge number of applications for lockdown spectrum

The Independent Communications Authority of South Africa (ICASA) stated that it has received about 35 applications in response to its call for applications for a temporary assignment of radio frequency spectrum for wireless networks during South Africa's national state of disaster.

ICASA said that it will announce its decisions next week (12 April–18 April 2020).

"The Authority would like to inform all stakeholders that it is currently applying its mind and analysing all applications to ensure compliance with the criteria and conditions stipulated in Annexure A of the Regulations," ICASA said.
 
35 companies applying for temporary spectrum? How on earth are many of these companies going to use spectrum if they do not have mobile networks?

Makes no sense. Unless perhaps each band requires a separate application from each of the MNO's? Or perhaps these small little wireless providers also put in applications? Though I dont think they use the bands being offered in this lock down spectrum offer?

It is difficult to understand. The only thing I can see is that some companies are hoping to get spectrum to sell to the mobile operators. It will not work, but maybe they think it will.

That is just bloody stupid and they should be fined for trying to make a profit off a national lockdown and "disaster" and for wasting time in allocating the spectrum to the networks that are legit and can actually make use of it.

The real question is... will Ikaka notice the discrepancy?
 
Keep in mind not all of the spectrum is exclusive to cellular use. Might be a lot of Wisps looking to gain some temporary relief from additional spectrum.

And they have the capital to buy gear that operates on these frequencies, for the period that they will be made available, and then put it in mothballs afterwards, due to them no longer having access to these frequencies. Or are they already using these frequencies illegally, and applying now to get some sort of legitimization of this practice.

Some equipment can already function on some of these frequencies. We're not talking your regular home wifi hotspot.
