I would have maybe cared about this a few years back. But considering where the tax money goes these days, I can't say I really care whether people pay their taxes or not. It's none of my business what other people do - I only pay because I have no choice, and if other people have a way of depriving the criminal cartel that runs this country of a few rands while avoiding jail, so be it.

It's not like I get a cent back anyway - I get no healthcare, education, security, or more abstractly, protection of my rights esp. my property rights. I get zero political representation by any sane party that isn't hurtling down the path of socialism in parliament. All the services I consume are paid directly (after tax) or they are funded by municipal rates, which I have no issues with.

It's not easy to do this because the place is very nice, comfortable and hidden. Everyone who visits is surprised that such a place exists and keeps coming back. If he/she is reported I can only imagine SARS auctioning off the place and him being sent to jail because he/she owes them a couple of million rands in tax.

No one had a problem of him/her not issuing a receipt until disagreements started. He/She won't even give you a bank account number to deposit rent, its strictly cash.

And the answer to your question "Please explain exactly how he is a burden on any of us?" is pretty lengthy so may I suggest you read 12th-grade economics?
The state and useless poor people are the burden. This guy is smart enough to not contribute to the real burden, that doesn't make him the burden. The burden remains the state and useless poor people.

He still pay taxes for all the services that he actually use. Property tax, feul levy, VAT. Utilities, he contributes more than his fair share.

Municipalities also get a share of the tax money - funding transfers from national govt.

How do I report him to sars, follow up on progress and still remain anonymous?
Gathering the lack of "she", I'm going to go with it's a guy. I feel like a detective.

This is a slam dunk case for the Specialised Commercial Crimes Court.

The irony of this is, even if you right and the money be colected, that type of fraud/corruption is from the bottom upwards, and although its wrong, and was always being tolerated and procecuted world over for many years, it is not the biggest type of fraud/corruption, not the type that destroyes societies, the middle class and the poor. The most harmfull long term fraud/corruption comes from the other direction, that is from the Top down to the bottom, there is just no comparison between the two types of direction, as long as you understand this, I am happy with whatever you do in this regard.

Jip, you however did miss social grands, free education, free electricity and those sort of things. Had a bonus of which a large amount was stolen by the government.

I fail to see how this guy not paying his "share" is a burden on all of us.

Its not so much a burden as it is some stranger using your facilities, shitting in your toilet and so on without paying or saying thank you. It doesn't really affect you but its annoying and wrong because you paid for that toilet and now he is using it, wearing it out.

I highly doubt that this guy uses public toilets. I highly doubt that anyone will still dare to sit on a public toilet.
