are Samsung dual SIM phones in SA dual - SIM supplied as such or locked to one sim ? Including the ones bought on contract from a service provider like MTN ?

Networking locking is not a thing in SA anymore, the only phones that you will find network locked are those crappy network branded phones... In fact, I will go as far as say network locking in SA was outlawed a long time ago

No. I have a dual Sim Samsung and I'm using a MTN (contract) and a Telkom Sim in it.
