I want to buy a bicycle

Ok, so I want to buy a bicycle.

Use case:
Mostly riding around in the neighborhood with the kids with an outside (2%) chance that I might want to the argus one day.

Budget around 4k
Don't mind good 2nd hand
Would prefer a 'racer' (are they still called that?) to a mountain bike
Don't want a heavy bike

I really don't know what the good brand names are to look out for.

Any and all advice with respect to what and where (new and 2nd hand) to buy welcome.

Yeah, I'm sure there are loads of bikes people bought rode it maybe once and want to get rid of it.

First look out of your front window.

BWHAHAHAHA!!!! Normally when I get a "guur" like this I ignore it and move on. If I still feel it after a couple of weeks then I start giving it more serious thought.

Regardless, the idea of getting a bicycle us something that I've thought of doing as well, so interested in the responses.
