This sentence doesn't make sense:

The proposed compromise presented by MyADSL to the panel that Telkom be entitled to charge a once off access charge and thereafter charge only for line rental to be fair.

Perhaps reword is begin with "Icasa also found that the proposed...".

I just hope ICASA will stick to their timeframe.

They didn't give a timeframe though. All they said was they'll start within 4 weeks. Who knows how long it'll take for anything tangible to come out of this.

does ICASA actually have the teeth to enforce something like this?
they don't exactly have a good track record with expediency, and they did'nt really push that hard for clarification for the de-regulation.
maybe this is a chance for them to actually act like a regulator

Who knows, but going on track record, I very much doubt anything tangible for consumers will come out of this.
