ICASA fines SA Post Office for not delivering mail

The end user suffers and the fine (if they will ever get he money) is lapped up by ICASA.

Post Office is broke, they could have fined them R10 and they still wouldn't get the money.

Good grief. Only in a broken country can something like this happen. Fine the bloody unions and boot out the management.

The Complaints and Compliance Committee (CCC) of the Independent Communications Authority of South Africa (ICASA) has fined the South African Post Office (SAPO) R125,000 for failure to deliver mail.

However, the fine has been suspended for three years.
I think I can predict SAPO's repeated response to ICASA over the next three years:

ICASA: Where is the R125000 fine money?
SAPO: The cheque is in the mail.
