So all ISPs must let data rollover? What's the definition of rollover, is it you have to buy more to extend or is it effectively no expiry?

Roll Over unused Data - Months not defined - Operators will roll over Data for a maximum of 2 Months.
OOB - Charges - An sms will be sent to you to confirm they have your consent and they will continue to charge people R2 Mb or R2000 a gigabyte,
Transfer of Data - They will find a way to limit this.

Does the EUSSC apply to both pre-paid and post-paid?
How does the roll-over rules work?
What happened to the data expiry rules:
The expiry of data bundles is to be linked to the bundle size, with the shortest being ten (10) days for bundles between 1 Megabyte and 50 Megabytes, and the longest being twenty-four (24) months for 20GB and above.
What happended with the 3 year CPA law?
