Seems they can still charge whatever they want, but you have to opt in and accept the t&c's - it can't just happen automatically.so does it now mean you wont pay the massive markup on OOB?

I don't think the 3 year minimum expiry proposal made it to the final draft.so the network operators are now forceed to enforce data bundles expire after 3 years,
and can be transferred, and can not just go automatically to OOB on its own, without your consent,
I like these laws, they make a lot of sense, especially for bad boy MTN, that LOVES OOB, and the markup they get from it.
as data is data, you cant charge people X amount on the EXACT same data.
Im liking this ruling, lets see how the operators respond to it now.
I'm sure that they've all wanted to offer this but they didn't know how. Now they are forced to buy the tech from Telkom.
LOL, MTN accidentally enabled this feature last year so that it appeared on USSD menu, when MyBB queried it they promptly disabled it again...

Following the hearings on the regulations, the following proposals have made it into the final regulations:
All network operators must allow consumers to roll over data.
All network operators must allow consumers to transfer data to other subscribers on the same network.
All network operators are barred from charging out-of-bundle tariffs without specific consent from a subscriber.
How does the "roll over" work?
