Wireless Internet Service Providers will therefore require an Electronic Communications Network Services (ECNS) license to operate their infrastructure and an ECS license to provide services over infrastructure.

Is this a good plan, or not?

What is a WISP? Is a coffee shop with a WiFi hostspot a WISP? Is Honest Joe with a few APs and an ADSL backhaul a WISP? Do ordinary ISPs need licences?
