ICASA unveils LLU discussion document (22 June 2011)

I think it's awesome that they want the stakeholders opinion.
 
ICASA urged all stakeholders to provide them with written submissions about the LLU discussion document by 14 September 2011

For implementation by 1 November 2011, Mr Padayachi?
 
LLU is supposed to be completed by November this year.

Sounds like they are just starting out now ...
 
ICASA stated that it is their view that access to the local loop is already available in terms of facilities leasing as stipulated in the ECA (Electronics Communications Act) and the facilities leasing regulations.

It is interesting to note that Neotel has already requested access to Telkom’s local loop and telephone exchanges on the basis of the facilities leasing regulations.

Telkom has however denied Neotel’s requests, arguing that LLU regulations should govern its copper infrastructure, not the facilities leasing regulations.
Typical ICASA, as spineless as ever.
 
How hard can it be? Write a law that states that any telkom exchange where they do not allow competitors to place their own equipment will be fined at a rate of 100% of telkom's profit.

It will be amazing how quickly telkom will find solutions to all the problems they seem to be facing...

Well, it would work if icasa had any teeth.

ICASA has taken the interesting route of bypassing most of the challenges related to drafting new LLU regulations by using the existing facilities leasing regulations as a foundation for local loop unbundling.

This is awesome and a smart move - if this works they will manage to cut out a lot of bureaucracy and LLU can be here a lot faster. I assume Telkom will try and fight it however..

It looks like we will have to wait about 2-3 years for anything to even start...I can feel it already. Telkom and ICASA are completely useless.
 
Wow, ICASA actually released something other than some noxious methane gas?

Ok.. I'm clearly blind, but I can't find a link to this "discussion document" either in the article or on ICASA's own damn site.
 
People need to start understanding that the ANC government does not want to masses to use the internet. This LLU will be a long delay taktice – / on again off again / new draft bill / debates / more debates / new draft bill again/ LLU discussion document again!


The ANC needs the masses to be daft and uninformed,
