How the hell are any of the networks going to allow a third-party software/company to monitor their KPIs? o_O I would think that some/much of the data would be confidential.

Passive monitoring will require feeds from all the MNOs. They will only do so if mandated by law.

Active testing on the other hand will allow them to perform their own tests without knowledge from the MNOs.

Other regulators do check things like billing which require the MNOs to send them CDRs of the numbers they use in testing.
