my honest suspicion is that Zuma wanted to give Cwele a cushy spot so control over Telkom et al

BUT didn't want to derail the communications policy crap

AND wanted to introduce a propaganda mininistry

So we create this PTT ministry that will probably lick Putin etc ... ass while having a DoC that does other crap
