If Seacom lands in India, why is ping to there and the rest of Asia so high?

Depends on your ISP and who they peer/share routes to various locations with..

Your ISP may be using a route to India or Asia that instead uses the route to London..

Instead of a ping, do a trace route to your end destination in Asia and we can say for sure which route it's taking there..

I'm not sure but recently I feel like the pings to Europe and Asia have been slightly higher than it used to be.

Hops add latency, and depending on the equipment and congestion, port buffers etc it could be high, but the biggest contributor to latency is simply the distance.
400ms does seem a little high though, that does almost seem like its going London and then Asia, or possibly he is pinging something very far inland

You're being routed through western Europe, 80.231.200 is France. The 21st hop is in India, Kolkata.

You're also on Telkom and I don't think that they use Seacom at all. ISPs don't necessarily use every cable system even if they might be optimal for some destinations.

Hop 6 is the jump overseas, unfortunately the IP addresses after hop 6 has no identifying information, so unable to confirm where they are located, however, it does go via Frankfurt, so it's safe to assume that you are being routed via London..

218ms is quite high.. I get around 180ms on this jump on ADSL, granted I am in cape town..

Other than that, the latency is pretty standard for this type of route..

Would be nice if it was routed directly to India, but I don't think very many ISPs are currently peering with anyone advertising this route..
