IMF urges South Africa to make reforms

South Africa is likely to benefit more from implementing structural reforms to boost economic growth, revive business confidence and stabilise debt than fiscal consolidation, the International Monetary Fund said.

Isn't the NDP structured to accommodate empowerment principles? This seems to be the idea supported by the IMF or so is my interpretation going by the article. It is these principles which made businesses question our market.

It entirely depends on their definition of reform, because,

The government should take steps to boost productivity and growth in network industries especially in electricity, telecommunications and ports and railways, Mchalia said in a webinar organized by asset manager Ninety One.
a lot of those network industries are FUBAR. I am quite curious what the IMF’s idea is for reform of South Africa.
