Do you have a working TCP/IP stack?

If so, Telnet to one of the BBS systems on these lists, send the Sysop a help message to make the Firefox binary available for you.

Edit: Or if no TCP/IP, then connect your mobile phone and do async dial one of the modem numbers on the synchronet list, you will need a terminal emulator for this though...

It might not be the latest browser but you can use it to download chrome etc.
EDIT: I just noticed they also have the latest Opera GX browser for download if that tickles your fancy.

Windows has a built-in program called CertUtil, which can be used to manage certificates in Windows. Using this program you can install, backup, delete, manage, and perform various functions related to certificates and certificate stores in Windows.

One of the features of CertUtil is the ability to download a certificate, or any other file for that matter, from a remote URL and save it as a local file using the syntax "certutil.exe -urlcache -split -f output.file".

Do turn off real time scan in which ever AV you're running, or it will be blocked. Works in CLI, put in the url of any browser of your choice.

Code:
certutil.exe -urlcache -split -f "http://dl.google.com/chrome/install/375.126/chrome_installer.exe" chrome_installer.exe

Thank you ponder for all the information and to all the guys who did the same and the guys who lead me to this.Ponder this is great stuff man.I will archive this information immediately.Just a quick question is this ftp server gonna run for a long time and is these folders being updated bi yearly..Ponder this was the solution i was looking for although others also said ftp but i ran powershell and it could not find anything,i will post the error but the explorer side worked.

When running powershell this error occurs
Get-Process : A positional parameter cannot be found that accepts argument 'ftp'.
