Very simply: You know the regulations state 30 days. If you ADSL line is not installed in 30 days, lay a complaint with ICASA - it takes a single e-mail quoting your reference number. Remember to ask ICASA to rule for compensation such as Telkom having to install for free and provide free access at a rate of 1 month free for each day the installation was delayed beyond the regualted 30 days.
