Err, you can have a total fsck up and a failure to plan effective contingency. They are not mutually exclusive.

Sorry but you have no business sense in this regard. A lot of retailers and even corporate branches piggy back on their group or other branches for profit. It creates service delivery, marketing and potential customers nationwide which increase the demand for your product overall.
On the other hand if you continue running a business which creates massive debt on a severe scale and gets bailed out using government funding over and over it's definitely time to cut staff. I use to live there long ago, I surfed there but that water was always dodgy, and now and then there is an ecoli outbreak. It is much better there but you still can`t let your guard down, crime is rife there too. The sewerage spill was in the news.I'll let a local WC resident comment on that one.
