That the Telkom Business Unit (TBU) becomes a fibre (including SAT3) bandwidth wholesaler regulated on an open access basis working on a low markup/high volume basis

I doubt the Competition Commission would approve an MTN takover of Telkom in the event that it gets rid of it's VC stake.
