Velcro is structural, you can make it out of easily available materials. It does not take much technology to create it, the trick is in mass manufacturing. Besides, it was invented by a Swiss engineer, not the Americans as widely believed.
The invisible cloak uses advanced materials. No tricks to getting that right, just hard materials science. I don't think this will be available on the open market for a long time. I guess it will be classified as military technology and restricted.
