It seems people have learnt on iOS 10 failure and stopped upgrading their devices without getting positive feedback.

I can be wrong, but I think all devices compatible with iOS9/10 can be upgraded to iOS11. In other words iOS9 was good, but reputation of iOS10 is not on pair. Unfortunately any iOS upgrade is a classical reaching "point of no return".
