Apple released iOS 8.3 this evening, citing performance improvements and some 'racial diversity' 
for the emoji keyboard.
8.3 also includes WifiCalling and full 2G/3G/4G control on compatible networks.

As a point upgrade, there aren't many sweeping changes to iOS, but there are a couple of features worth noting.
Finally, 300 new characters have been added to the emoji keyboard that offer some racial diversity where there were limited options before. You can now touch and hold on certain emoji that represent people and you're given a pop-up that gives you some options to better represent different races.
The iCloud Photo library has also been optimized to work with the new Photos app in Mac OS X 10.10.3.

Fixes an issue that sometimes removed the ability to forward or delete individual messages
Resolves an issue that sometimes prevented a preview from appearing when taking a photo in Messages
Adds the ability to report junk messages directly from the Messages app.
