Isn't it a per App problem then?
Where exactly do you find this? I haven't noticed any major usage difference and I've been on every Beta and final GM version as well.
Yes. It IS a specific app problem – in my case, Dispatch Mail app. I was merely cautioning people to watch things a bit more carefully, as they might have Apps that start using far more mobile data after the upgrade to iOS 9
IF that particular app has problems, particularly in something like a mail app, which is already a big user of mobile data.

But assuming I do:
My wifi is dropping now, and switching to 4G, if I'm in a particular part of the house. It never did that before. It would simply hang-on to the single wifi bar, and give me real slow Internet, until the connection improved (i.e. – I moved into a different part of the house). Since the update, I have noticed on several occasions, that I'm watching Youtube on 4G. As in, the wifi dropped, and it switched to 4G.
One of the features, under Settings/Mobile – all the way at the bottom, is called "Wifi Assist". They described it as a feature to combat the problem people were experiencing where they would leave the house/office, and the iPhone would cling for dear life to the home/office Wifi – and then seemingly take long to pick up the mobile signal when the wifi was out of range. Wifi Assist is supposed to ensure the wifi is "dropped" far quicker, to allow for a quicker pick-up of the stronger 4G signal.
I have this switched OFF, but it still appears to be happening. As mentioned, in iOS 7/8, it would simply deliver slower speeds if the Wifi Signal was weak. It is now switching to 4G instead. The toggle doesn't appear to be stopping the switch. At least, that is my experience thereof.
