iPhone 4s tethering

How do you set up wifi tethering on a cell c contract for a iPhone. Apparently cell c needs to activate it. Can someone help please

Does it not work by going to settings, Personal Hotspot, on? (I'm on Prepaid, never asked Cell C to activate it)
