IS Accounts Uploading Problem?

There seems to be a problem with uploading using IS accounts since yesterday. Downloading is fine, just uploading goes at like 0.1kbs. Im using an Openweb local only.

Whoever else is experiencing this, please state your isp and when it started.

Also Openweb, other way round though, downloads suck, especially international
