Two bare feet are not genitalia, doesn't offend anyone(anyone who gets offended by it is a moron) and is not a danger to the general public, besides potentially smelly feet..

The real question should be if it's a good idea exposing your feet to the filth and bacteria infested floors of some shops and other establishments..

In summer I do most of my walking/hiking at the forest barefoot but I don't walk around the shops barefoot. Mostly because I prefer taking my shoes off when I get home and walking clean feet through the house.

Yeah, when I was a kid I never wore shoes until school forced me to, my feet were quite tough.

But even so it was super annoying getting stuck in the foot by something sharp every now and then.
