Just curious if this is possible, someone I know lost his sim + phone, and now he can't access his steam account, at all due to steam guard.

Is it possible to use that old number on a new sim?

As long as he hasn't waited a couple of weeks since the loss/theft, then yes, get a sim swap done

Just do a sim swop as others have mentioned. If it is a prepaid and it has been been lets say about months since the number was lost/stolen and there was no activity on the number, then Vodacom might very well have recycled the number and issued it out to a new user, and in that case you will not be able to get the number back
