IS local only / capped

Heres an interesting question. I am currently on a 30gig local only account. Been using a proxy to browse internationally and stream videos. Noticed certain videos were streaming without the proxy at some good speeds eg: 100kb/s...

Now im pretty sure these streams are not local but have a look at these pings...

yea, been using my university proxy ;) kicks ass, nice 200kb/s downloads.
